Keep it under $5 each, try to get unique things, OR get everyone the same thing. Like make candycane reindeer for everyone. No big expense, it’s candy, it’s cute, and doesn’t obligate people.
get a bag of Ghiradelli chocolate squares with the carmel filling. I worked for a food broker and we got freebee’s all the time. That was the only food that got hoarded. the 5.32 oz bag is enough to impress/surprise someone yet not cause a lot of pressure to return the favor. They can do so by opening the bag and passing them around right then and there.
Remember, the bag, not the box. (boxes are for in-laws and others that you HAVE to impress).

Make up a cute little bag of assorted candies with like 10-15 pieces. I did that with my friends at school.
Lip glosses and or nail polish would make great thoughtful yet personal gifts without a lof of effort.
