I don’t think that shampoos are appropriate, but lotions, especially nice scented hand creams would be. Bath and Body Works usually has really nice travel size lotions that aren’t too expensive. You could also wrap them in tule that you can buy at most craft stores like Hobby Lobby or Michael’s to make them look more festive. You could also do small scented candles. Or, if you’re into crafts, you could do what some friends of mine did for their wedding–make soap. You can buy the molds, scents, dyes, and whatever else goes into soap at the craft stores mentioned above. This way you can REALLY personalize the gifts. Pink, blue, baby’s name, etc.
I think that a hand lotion wrapped up nicely would make a nice gift for the winner of a game. I wouldn’t give shampoo thought. Candles or gourmet chocolates are also very nice.
Keep it simple, you can do gift cards or fun little gifts but you don’t need to spend a fortune on.
Fill baby bottles with candy and add a ribbon.
Make cookies or brownies. A 6 – 8 per winning game.
Then there are baby shower specific ones like these:
About to Hatch – Egg Timer
Heaven Scent – Baby Powder Candle
World’s Gratest Mom – It’s a Cheese Grater and there are more here http://partygameideas.theaspenshops.com/category/baby-shower-favors.html
This site is nice you can buy one or 50 items.

Make a gift basket with lotions, body sprays, scented soaps, bath beads, etc. Then have a raffle. The winner gets the basket.
